Jacob has addressed the people before but this time it is needed to be read by future generations because it is recorded by Nephi in the plates. The people look to Nephi as a leader and he has ordained Jacob to be someone who speaks to the people after the holy order. Jacob is concerned for the souls of the Nephites so he has taught them many things of his father and of the things on the plates of brass (v2-3). He now will quote and teach of things to come that are in Isaiah because Nephi requests it (v4). The words of Isaiah are for the house of Israel and can be likened to all of the house of Israel, even us in the latter days (v5).
The whole purpose of Jacobs teaching is to benefit us and to learn and glorify the name of our God (v4). Which is why Isaiah teaches of God. In v6-7 we compare Isaiah 49:22-23 where The Lord hath said people shall be prepared for the millennium by raising a standard or an ensign which is "an emblem flown as a symbol of nationality" (random definition). The Lord is saying we are flying our banner to signal all who and what we stand for because we will not be ashamed at the last day.
Jacob now talks about those two verses from Isaiah by saying he has been shown the destruction and rebuilding of Jerusalem. The Savior will come and be rejected which causes a harsh judgment to come upon the people (v8-10). Those people will be scattered, smitten, and hated yet still not perish because of the prayers of the faithful, and when they finally repent they will receive mercy (v11). Those people who are on The Lord's side will be saved and those who fight against Zion "shall lick up the dust of their feet" (v12-13).
In v14 we can plainly deduct that the Messiah will come again to recover His people and destroy their enemies who will know by whose hand they fall (v14-15). Here again starts the quoting of Isaiah in 49:24-26 which correlates to v16-18. It will then continue on in the next chapter. These verses just reiterate how The Lord will "contend with them that contend with thee" as long as you are on his side.
