2Ne Ch24

The last chapter that is quoted from Isaiah is paired with ch14. It is a continuation of the millennial second coming where lucifer will be cast out and Israel will be triumphant over Babylon.
When The Lord has mercy on Jacob, other nations will help them back to the promised land, while the people who once held them captive will be captives now (v1-2). They are now able to rest from their sorrow because the hard bondage is over (v3). When this all come to pass the king of Babylon (people of the world) will be asked "how hath the oppressor ceased! and the golden city ceased!" (v4). Then tell them that is is by the hand of The Lord, who hath broken the staff of the oppressors (v5-6). Now the earth can be at peace and rejoice because hell is opened for the wicked people (v7-9).
Those wicked people will be in spirit prison asking why others are not like them (v10). Those people of Babylon are similar to lucifer who was the first to fall and who works to weaken the nations (v11-12). He is a selfish son of the morning who wanted glory, but because of that he was brought down to the lowest pit (v13-15). People that see those who have fallen think about them because they have their glory unlike the fallen, who are prevented from joining the righteous (v16-20).
To prevent the next generation from also being evil, The Lord will cut them off (v21). The Lord speaks of how he will save his people in v22-26 and proposes to get rid of the wicked and who is going to fight that (v27)? This doom was prophecied when king Ahaz died, about 720BC, and Palestrina is told to rejoice because times are changing (v28-30). Take advantage of what is come because  The Lord hath founded Zion (v31-32).
