2Ne Ch13

Paired with Isaiah ch3 in the bible, this chapter speaks of punishment to Judah and Jerusalem that The Lord does all he can to save us. 
The Lord takes away the staff of bread and stay of water as punishment (v1). The staff and stay are defined in v2-3 to be mighty men, judges, honorable men, and so forth. Instead he sets children to be the leaders and the people are oppressed by one another (v4-5). When people are asked to rule, they will say 'I'm not a healer, I cannot solve your problems' because Jerusalem is ruined (v6-8).
All these wicked that have provoked The Lord are like unto the wicked city of Sodom except those few righteous (v9-10). Wo unto the wicked because "the recompense of his deeds shall be done to him" (footnote v11). The leaders of the people have caused their wickedness and The Lord stands to plead and judge his people according to the council of those taken away (v12-14).
His judgement of the haughty daughters of Zion who walk in darkness is to smite them and take away their worldly vain possessions (v16-23). They will stink, wear rags, be bald, enslaved, have their men fall by sword at war (v24-25). Her (Jerusalem) gates shall mourn and she will be desolate and cleaned out by the judgements of The Lord (v26).
