Referring to the previous chapter for 'that day' meaning the time of the gathering of the house of Israel, v1 says the people will praise The Lord for his mercy. All those people who are gathered will trust The Lord, Jehovah, to be their strength and salvation (v2). Joy will fill the hearts of the people and all shall say praise The Lord and declare his doings (v3-4). Singing is a form of joyful praise unto The Lord for his excellent doings (v5). Everyone will go shout it from the mountains and rooftops that the Holy One of Israel is in the midst of them (v6).
The Lord may not be in our midst currently but we still know He has come and will come again. That is news worth telling to every soul. Missionary work is so important because we can share it with those who haven't had the opportunity to know this wonderful news.
